The definition of "small business" proposed by the Securities and Exchange Commission in its attempt to comply with the Regulatory Flexibility Act would apply to about 9% of the 8,800 companies subject to securities reporting requirements. To the SEC, "small" means having total assets of $2.5 million or less, and for an initial offering, it means issuing no more than $5 million in securities.
