Product liability relief "has a good chance of getting through" Congress under this Administration, perhaps this year, says Secretary of Commerce Malcolm Baldrige. The Reagan Administration sees product liability as a problem involving both insurance and tort law. Sen. Robert Kasten (R-Wis.), a former small businessman, recently introduced the Product Liability Risk Retention bill, which would allow group purchases of product liability insurance by small firms and make it easier for small companies to form self-insuring co-ops. Baldrige says tort reforms will get attention after passage of the risk retention act.
