How To Pay Zero Taxes, By Jeff A. Schnepper. Addison-wesley, Reading, Ma 01867; 352 Pp., $6.95 Paperback.
For most taxpayers, there's probably no more unlikely promise than this book's title. Not all is wishful thinking, though. Professor Schnepper's ample handbook manages to open chinks to middle-income earners that usually are reserved as huge loopholes for the rich. In addition to predictably conventional itemized-deduction pointers, the author describes a number of tricky but usable sheltering tactics such as municipal bond swaps and gift leasebacks. A chapter on running a small business tax-efficiently is particularly revealing: It tells how to buy a $20,000 car for $0.
