Whatever becomes of President Clinton's health-care plan, the attention he's focused on the issue has already produced one major benefit: an explosion of efforts to initiate health-care reforms on the local level, including a heretofore unimaginable dialogue between health-care purchasers and providers. I wouldn't be surprised if all that local activity might not, in the long run, lead to more sweeping reforms than anything conceived in Washington.
