For the past nine years, Inc. and the Initiative for a Competitive Inner City (ICIC) have teamed up to recognize America's fastest-growing urban businesses through the annual Inner City 100 list.
The 2007 Inner City 100 boasts an average four-year revenue growth of 535 percent and record average revenue of $39 million. Nine percent report sales exceeding $100 million. The list has a record number of minority CEOs: 40 percent compared with 32 percent last year and a previous high of 38 percent in 2003. Twenty percent are immigrants. They are leaders in their communities -- and, indeed, leaders in the U.S. economy.

As company founders go, Frances Terrazas bloomed late. After retiring from the military at age 40, he set out on a path that eventually led him to start TerraHealth, which provides staffing, consulting, and technology support for military medical facilities. The company now boasts more than $15 million in revenue and close to 360 employees.
