Defense procurement dollars aren't going to small business, says a Federal Trade Commission study. Only 20% of the Defense Department's procurement comes from small firms, which, the study asserts, are frustrated by reporting and record-keeping requirements, "notoriously slow" payment, and the reluctance of procurement officials to deal with smaller companies. On the other hand, Defense has recently announced a "small business advanced technology program" to "capitalize on the historic creative potential" of small hightech companies (see News & Trends, page 24).
