Formulating tax policy will be the responsibility of Treasury, not the Internal Revenue Service, announced Donald Regan, secretary of the Treasury. The shift is expected to be to the benefit of business, and has much support in Congress, which has often complained about the IRS's attempts to redefine tax concepts. Among the policy decisions affecting small business that are likely to be under consideration are the definitions for tax purposes of independent contractors (see INC., March, page 34).
