State regulatory agencies may get tougher as Washington eases up. For instance, now that the Reagan Administration has withdrawn proposed OSHA rules requiring the identification and labeling of hazardous workplace substances, several states have passed or are considering similar laws. Each state's law, however, is slightly different, putting a hardship on firms that operate in more than one state. As a result, some industry groups wish the federal rules were back.
