Labeling requirements are being considered as replacements for complex product standards by the Reagan Administration. The Department of Energy, for example, may settle for energy-performance labels rather than more expensive mandatory efficiency standards for appliances. Instead of banning hazardous products or insisting on tougher standards for them, the Consumer Product Safety Commission may consider the alternative of warning labels.
