Small business innovation research bills have been introduced in both houses of Congress. They would require all federal agencies whose research and development budgets exceed $100 million to set aside from 2/10% to 1% of the R&D funds for small businesses. The money, over $300 million annually, would be made available through innovation programs like the one at the National Science Foundation, which provides funding for feasibility studies and prototype construction; production is financed by private capital (see page 116).
