* The Honor Roll of members of the House reflects a consensus judgment of six small business staff persons who were actively involved in the legislative fight. They concurred in the standard used -- limiting the honor roll to members who voted with small business on all five roll calls, or on four roll calls, "not voting" on no more than one. Many members who are frequently pro small business, therefore, are not on the honor roll. They voted "wrong" from small business's standpoint on one or more amendments or missed two or more roll calls, even though they voted for final passage.

Not to have drawn the line as it is drawn here would have been to dilute the significance of the honor roll.
