Seeds Of Discontent
I am some what amazed at "Seed Capital" (Ideas You Can Use, April). This article refers to a United States Department of Agriculture program through which companies may obtain free plants and shrubs. This program smacks of government competition with the nursery industry, and is a prime example of some of government's intrusion into the private sector under what appears to be a very laudable motive.
This program, on the surface perhaps, has merit in maintaining greenery, preserving floral species, and promulgating soil conservation; however, the same program could be undertaken and carried out by the private sector very adequately and, in fact, is done in many instances.
Although the $4 million that the government spends on the program is miniscule in the overall picture, as the old saying goes, a million here, a million there, and pretty soon you're talking big money.
I would hope that INC. would not continue to promote such government competition with the private sector and that this program in particular will receive a good hard look as one of the things that government should stop doing in the near future.
