Bad-check Program Bounced
The Maricopa County, Ariz., bad-check program described in "Rubber Checks" (Hands On, April) sounds good on paper, but it has been administered so miserably by the county attorney's office that in my opinion, it has caused more harm than good. It has been my experience that the checks that languished in the program to the point of becoming totally worthless have far and away exceeded amounts collected by the system.
