Free-lance TV producer and Emmy winner Joseph A. Bailey found himself with time on his hands when television writers went out on strike in 1988. So the former "Sesame Street" scriptwriter came up with his own business: video birthday cards. Characom Productions, in New York City, is distributing its line of five-minute messages through gift shops nationwide. The price of a card: $9.95.
