Methodology
In its "Entrepreneurial Hot Spots" listing of the best cities in which to start and grow companies, Cognetics Inc. ranks places according to two measures:
1. Significant starts -- local businesses, started in the past 10 years, that employ at least five people today, as a percentage of all companies, and
2. Young growers -- the percentage of local businesses that were 10 years old or less 4 years ago and that had a growth index of at least 3 over the past 4 years.
