Phil Miller chose to locate this communications engineering firm in an old warehouse district dubbed Bricktown, which is designated by the SBA as a HUBZone, or Historically Underutilized Business Zone. That made him eligible for government grants. One of the terms, however, is that at least 35% of Long Wave's employees must reside nearby. To comply, Miller hired people living in neighboring halfway houses, including several women just released from prison. Most of them, he reports proudly, are still with the company.
