Pledging to invest in the nation's small businesses, a former Small Business Administration official who was recently recalled to active duty in Iraq is making a second bid for Congress.
Charles Summers, a lieutenant commander in the U.S. Navy who resigned last week as the agency's New England Regional Administrator after receiving his orders, officially declared his candidacy for the Republican nomination to Maine's First District seat in a statement on Monday.
Summers, a former state senator, ran unsuccessfully for the seat in 2004.
After being deployed in July, Summers said he will hand over the campaign to his wife. His deployment in Iraq could last up to a year, about the time of Maine's next primary election.
