Why It's Trending: Arizona governor Jan Brewer signed a law on April 23 that makes it a criminal offense for a foreign-born person to be in the state illegally. Furthermore, the law instructs police officers to stop and question any person who could conceivably be in the country illegally, a measure that is tantamount, critics say, to racial profiling. Homeland Security Secretary Janet Napolitano, Brewer's predecessor as Arizona governor, has called the new law "a shame."
