We read with interest your article on state governments replacing the federal government in promoting and advancing economic development efforts ("Capitol Ideas," October 1985).

The achievements of the states recognized in your article are commendable. In the Northwest, however, we've progressed beyond state-government leadership. Private-sector businesses and local governments, both with a vested interest in promoting economic diversification and growth, work as a team to attract new jobs and investment. This team approach has built a thriving business community and attracted both high-technology and professional-service businesses, and captured the attention of many Japanese investors. The private sector can indeed take on the task of economic development and be successful.
