Skill can be taught; passion can’t. With all else being equal (resume, education, references), the tiebreaker is how deeply you believe someone will buy into your company’s vision from day one and make your mission statement their daily North Star.

Even if all else isn’t equal, passion goes a long way. Be willing to pass on a more qualified candidate in favor of a better culture fit, provided the individual is trainable and comes with the core skills needed to fill the role.
